Nadine, your humble servant here likes to think of education, public, private, nonprofit and for-profit this way. All of them require resources, aka budget, to succeed. This, in turn, requires careful "business" management to make sure we practice good stewardship of our resources in each of these contexts. As our economy continues to tank, this pressure is going to escalate. We are just on the edge of the need to be "lean" - learn how to do more with less.
